Development of Infrastructure for Hejo–Samtelling LAPs (2018- 2019)
The Hejo–Samtelling Local Area Plans (LAPs) are being developed to strengthen urban growth, improve living standards, and ensure balanced development in Thimphu Thromde. As a designated LAP, the area will be equipped with core infrastructure and services to support sustainable urbanization.
Key areas of infrastructure development include:

Road Network and Drainage – Construction of internal roads, footpaths, and stormwater drainage systems to ensure accessibility and resilience against flooding.

Water Supply and Sewerage – Provision of reliable piped water supply, household connections, and sewer networks to promote public health and reduce environmental risks.

Electricity and ICT Connectivity – Upgrading power distribution lines, street lighting, and integrating ICT infrastructure for smart services.

Waste Management Facilities – Establishing collection points, waste segregation units, and transport systems for efficient solid waste management.

Community Amenities – Development of parks, green spaces, and recreational facilities to enhance quality of life.

Land Readjustment and Housing Plots – Proper demarcation of plots for residential, institutional, and commercial purposes in line with the LAP’s zoning regulations.
The LAP development aims to create a well-planned, inclusive, and sustainable urban environment, ensuring that Hejo–Samtelling becomes a livable, service-ready neighborhood aligned with Bhutan’s vision for green and resilient urban growth.
